Luckily i did the process after all and we have some more specific info.

It looks like the process keeps the ilevel of the item (not the level) but your article does not describe that.

As you can see, it does not keep the same base. this means it looks like you don't need to put in a leather belt to get a leather belt but any belt could give you a chance.

[Removed by Support] What difference does item level make? Chance orbs make uniques keeping the item level of the white item you started with. Look at the listings on pathofexile.com/trade. Altar works in easy eay:
You put on randon unique belt an you get RANDOM unique belt. Thats all, no ilvl, no item base, no required level, no skill, just pure luck...
