The Xbox devs have said in many interviews, they designed windows 10 and the xbox to be similar enough where moving a game from one platform to another shouldnt be as major of a task as it was in the past.
The PS4 doesnt have that same luxury, so I think creating PoE on the PS4 would basically be GGG remaking a whole new version of the game from scratch to do it specifically for that console.

The real roadblock is probably just money. Devkits and programmers are expensive stuff, and you'd need a few of both for a PS4 port. Also, Xbone is practically a Windows PC already. PS4 is drastically different, so it would probably involve a lot more effort than the Xbone port did.
Yes. The DirectX API is more or less the graphics API for the XBox. The PS4 uses an API based on OpenGL-ES, which is a pretty radically different programming model, so the cost would be comparable to porting to macOS: essentially, replace all the interactions of the engine with the graphics API entirely.
DirectX and OpenGL are essentially coordinate matrices (i.e. DirectX is left handed OpenGL is right handed). OpenGL is usually included with the Linux OS anyways.
