It's a Skill, but it doesn't have a Mana Cost. Any Skill can be free.

Yes, and they correctly apply to default attack.

I think it would be good to just state, whatever item it is, wether something is global or local. This would be good for consistency.

An example was the Physical Damage implicit on a Runic Hatchet; it used to state "12% Increased Physical Damage", wich was global but since there is this "rule of thumb"You'd expect it to be local. They changed it to state that it is global now.

It would be a very good design choice to be consistent.

I agree with the OP. While it is not a bugged behaviour but rather wrong wording, it should state "with this weapon".
