By punishing offscreening and AoE we are pushed toward more controlled damage. What does control get for slowing down? Not much except maybe being better at beasts... will that be worth the move? Is this the purpose of this league?

Ok fine. No, we haven't had any previous league mechanics that punished offscreening, AoE, minions, etc.
I'll let the other experienced players posting from the future answer your other questions about bestiary.
