So to me this should mean that with this weapon, any skill you use, that "Hit", can't be evaded, regardless of where the skills are socketed.
Am I wrong or? Cause if that's not the case, their wording is complete trash (sorry for the language).
Only few unique weapons have it and it's all local specifically for hits with these weapons

The general rule (which has exceptions, unfortunately) is: if the mod would make sense to have on a white item with no other modifiers, it is local to the item.
"Hits can't be Evaded" would work just fine as a local mod on a white weapon. Thus it is local when found on a weapon.
"Hits can't be Evaded" does not make sense for a white shield. Shields don't Hit. So it is a global mod on a shield.
The "Your" makes no difference. "You" or "Your" is not a keyword that means anything in PoE.
For another example, think of "increased Physical Damage" on a weapon and "increased Physical Damage" on a Rustic Sash. First is local (and applies only to Attacks with that weapon), second is global (and applies to any Physical Damage you deal, including with Spells). Again, same wording, local on one item and global on another.

For what it's worth, I completely agree. At the very least the advanced mod descriptions should clearly distinguish between local and global mods.
