There are a bunch. Less chance to be frozen. Minor chaos resist. Enough that you are far from guaranteed a decent chance at your +1 gem level.

At least Tabula is not as bad as the troll +1 gem level or +1 Vaal gem level you can roll on Kaom's Roots.

Which is still going to mean way more good implicit out there if the rarity of the beasts needed to roll it is comparable to a Vaal orb. For amulets for example, there's a substantial chance you either brick or it does nothing. You're cutting past a lot of RNG just by guaranteeing a new implicit.
