Kaom's Roots
Specifically 'You cannot be slower to below base speed' - that works with Temporal Chanes, Freeze and chills and other stuff except Tarred Ground that is left after killing certain mobs, I move very slow throw that ground, dont remember exact name of debuff or mob that drops that stuff on the ground. Is it a bug or is it intentional?

I did search, but there was so many pages of topics. Om topic - so how do we know what is included in 'You cannot be slowed to below base speed'? Any other exceptions?

"slow" is specific game mechanics, it affects the speed at which character performs all the animations (and timers) - temp chains, freeze, chill and thats all

well with these boots Freeze is not applied, also chill is not applied, but Tar IS. and i think tar and chill is a similar slowed mechanic, it is put on the ground and affects movement, dart i would understand that affects character diferently bevause it is hit into body, darts and chilled ground is on the grounds affects boots

" It is, but i think developers applies mechanics the wrong way, they coded so that chill and tar are different mechanics and kaom boots affecting only chill mechanics even tar and chill both affect boots simply coding coding is only inclydint chill effects |

chill - affects movement speed, attack/cast speed, timers, everything => slow tar - affects only movement speed => not slow thats how is "slow" mechanics coded and how it works Kaom roots are not intended to prevent movement speed penalties. You said it yourself both chill and tar affects movement speed, so why tar should affect kaom boots? I understand if tar was added later on in game mechanics and developers forgot to add tar in kaom coding
