No. With CI, you are always at 1/1 life, which is 100% of your max life. Low Life means being at less than 35% life. The only way to be at less than 35% of 1 life is to be at 0/1... that is, dead.

(I am not sure whether you would get the Pain Attunement bonus while you are actually dead with CI. It's possible, there is an "increased damage while dead" mod after all.)
