Chris and company chose that league name as PoE 3.0.0 could be the harbinger of great times ahead for GGG or it could be the harbinger of death. Only time will tell if GGG has Foobar'd balance and wrecked our fun builds with too many nerfs.
Yes, there isn't any word yet on what Harbinger challenge league will have. Usually that info is posted in the last few days so I expect no news until Monday July 31st or Tuesday August 1st. Haven't really read the lore even though I've been playing in the beta, BUT..

Sin does look like a harbinger of death, since he consumes the souls of dead bosses. So maybe this league has to do with Sin and his Kin. What exactly, I've no idea, I doubt they will do something similar to prophecy, but I'm pretty confident the League will revolve around Sin.

Inb4 Harbinger is HC (Harbinger of Death comes and takes you away to standard :P) only, to teach people who didnt participate in beta and learn new boss mechanics a lesson
