The Scion is in a terrible shape. She needs her Ascendancy system overhauled.

In tier 1, I would choose what my build will be lacking.
Right now there are minimal amount of builds that utilize picking a different starting location well enough, but Mjölnel crit (http://poeurl.com/bgUJ) and the old ele buzzsaw (http://poeurl.com/bgUL) is definitely one of those.
For class ascendancyes I would like to have the Desecrate creates 2 additional corpses mod from Spirit Eater, but mostly be an Elementalist.
Some players would like to have Mistress of Sacrifice, but mostly be an Assassin.
Picking Inevitable Judjement and being only on the right side of the tree would be really good.
My other examples are Gratuitous Violence as a Slayer and Chain Reaction as an Assassin.
Berserker build often force themselves to pick up Vaal Pact which is often pretty far from them. The Scion could offer an easy alternative for them, something different than the Skin of the Lords.
The nodes before Path of the Warrior, Path of the hunter, Path of the Savant and the AoE , Block Crit multi Scion starting nodes without a Notable would also need to be fixed. Maybe make only those be exclusive to Scion and be good.
These are the thing I can think of that would be good on a hybrid character
While I like the general idea; the main problem of the Scion is that her specialisations are based on other ascendencies. She needs her own else she'll always be weaker / better than other ascendencies in their specialised field with the exception of super niche builds.

Well the point is more so she should be the hybrid aspect. Which works with the lore, I would maybe add the suggestion though that she gets to start at one of the keystones from the area instead of starting point. Because she is really in most cases about 10-12 nodes from any starting point, and in most cases those nodes aren't bad travel ones, so no one ever selects the other starting points, if they were on the outer rim though then yeah could work, maybe make her starting point be based off the sub class she selects.

But to your point i wouldn't mind her having her own set, but i feel it takes away from her lore / original intent as a character. Scion was fine actually till uber lab came, and other ascendencies gain a lot of power and scion gained 40 stats for uber. That is the problem with her, she needed to gain more ability / utility than 40 stats.
imo there are three issues with scion at the moment:
-low uniqueness. Basically no interesting unique interactions between nodes (unique from other ascendancies) or nodes and items.
-somewhat weak in modifiers.
-skill tree. picking other start location costs a lot of regrets and possibly screws leveling, ascendancy rewards could also use rework.

Imo first point is the most important now. Currently scion basically is random stat hoarder ascendancy class at this point.
With 3.0 beta Scion being said, I think they did good in at least making it usable, but I still think other ascendancies are better overall. 4 points are still being wasted essentially through 2 passives and 2 stat nodes. I still think we should get direct access to the other ascendancies and just be able to get 4 points inside each of them or alternatively get 6 points total to split between the 2 classes and get 4 extra passives.

+1 at the scion getting more skill points. I think that would go a bit towards making her feel more like a generalist and being more attractive.

That being said, a big thing would also be adding at least a couple notables in her starting zone so she doesn't feel as shitty there.
