Have you specifically run WINMTR (read MTR and Connectivity Issue Primer) to the realm you play on for 500 times to 100% eliminate your Internet link as the source of the latency? Not saying your Internet link is poor (first 2 weeks of Ascendancy League last summer were the worst in PoE history for me... and I played PoE:The Desynce Edition from CB so that's saying a lot if start of Ascendancy was worse... turned our that it was a GGG PoE timing BUG and a patch fixed it) but you need to run WINMTR to verify and post results that show your link is normal. Remember, BGP routing can cause wonky performance sometimes and later same day everything is good again (auto packet routing across the Internet is out of GGG and Softlayer's control). I know as I've see wonky latency from my home in SW Florida to Dallas and normally I go from Ft. Myers to Miami to Houston to Dallas but I have seen PoE server/client link routes through Atlanta a few times. The extra hops can induce latency and wreck playing PoE at the specific time weird routing is occurring.
Beyond what we can see with WINMTR the rest of the latency problem is entirely due to server simulation overload (as long as your gaming rig isn't a dinosaur... which I'm sure isn't the case). There are many times when the realm you normally play on just has too many PoE sessions running and everyone suffers when that happens. That is a problem GGG has known since last summer when Ascendancy League came in with a new wave of power creep and our killing speed shot up so the server side calculations skyrocketed and is overloading the server cpu's ability to process everything in real time. AMD is promising to ship 32 core/64 thread server processors later this year but dual cpu servers with 128 processing threads of power and 512 GBs of super fast memory are at least a year away so we are all suffering from server simulation lag. GGG tweaks PoE here and there to try to reduce lag (20 minions max, smaller area of effect, etc.) but overall speedup of PoE in the last year coupled with an increase in daily player totals = server cpu overload. Chris said GGG is adding more servers but that's expensive and takes time to implement so it'll probably continue to get worse culminating with a full melt down when PoE 3.0.0 is releasd and a million try to login day 1. "You've got to grind, grind, grind at that grindstone..."

I see it looks like you are in Europe as is shows fra2 in some of the hops which I'm assuming is France. Some of the hops are indicating worst pings in the 400 and 500 ms times so if that happens very often then that isn't good and will lag PoE. Average times are nice and low though so unless the worst times are occurring frequently (can't tell with WinMTR) then your latency should be good to play PoE (which obviously isn't). Softlayer has had technical problems at various realms at various times and the last 2 lines of Softlayer hops are showing 515 and 558 ms worst time pings so that's not good to see. GGG has had issues with SoftLayer at times and Chris even said in the past (not recently) that if the latency problems with Softlayer didn't get resolved soon that GGG may have to look for another game hosting company. Since GGG is still using Softlayer for the game servers I guess the problems were resolved at that time and GGG didn't need switch to another game host.
WinMTR also shows a worst case ping at your second hop of 504 ms and third hop of 462 ms. That is very troubling seeing such high latency so close at your ISP. The first hop is your Internet router and then it's your ISP hops until your data packets are handed off to NetworkLayer (SoftLayer). The average is nice and low as it should be but why your ISP has high latency spikes is of concern and I hope they aren't over-subscribing Internet service in your neighborhood. Sorry that you are experiencing playing problems now. I suffered a few weeks of frustrating lags last summer at the start of Ascendancy League and it was so bad I quit until GGG pushed out a patch that fixed the lag problem but that was nearly 3 weeks into the league so I just skipped the league entirely. This time GGG won't fix any server/client sync problems as soon the pre-PoE 3.0.0 patch will be out and that will change everything. "You've got to grind, grind, grind at that grindstone..." It seems like Paris and Frankfurt are both dead. At least from my side. No ping on the log in screen.

I changed my internet provider. Day one - no issues.
