Why there is no PTR-server?

Why?
Test server where all characters level 100 and have infinite currency? There you can easily test brand new builds/skills/new mechanics. So why there is no test server? Last bumped on Mar 3, 2017, 10:30:33 AM

" Well if you're already 90+, you're pretty much at the end and don't need to test anything since you have that character. I don't think there are any builds that rely being specifically lvl 100 to work. Levels 90+ are just extra few points of DPS or survivability or whatever. So the only case you could make is the infinite currency or infinite items basically, which I think destroys the point of any game. If you're looking for the absolute top DPS that you can imagine with literally top rolls on every single item and whatnot, there's going to be 1 build in the entire game and people would be disincentivised to try anything else. " U cant respec your skills whenever you want it (it costs regret's or when new patch) And ok, how to test new builds in new patches?? Making new heroes to test theorycraft builds... Meh.. Why cant i just test it, before i will go in basic game? What wrong in infinite currency and infinite items in server, where all players have infinite currency? It also can be TIME limited. So you can test brand new build for 2 hours, and server are closed for you on 1week or more. How about that? When you choose new build, or trying to make your theorycraft build you can't be sure that this build would be working. And sorry for my english, if i made few mistakes.
