There's room in the game for raw numerical power, even in the occasional unique item. But as I understand it, threshold jewels are supposed to be late-game updates to early-game skills that allow someone who likes the early-game skill to gain access to a sort of Evolved Form of that skill that keeps it fresh and relevant later on, or allows it to perform a task it couldn't before. This has different levels of success, of course - Volley Fire being the main runaway smash hit for threshold jewels - but much like the Heavy Strike jewel, this FB jewel doesn't really feel much like an evolution of the base skill.

Admittedly Frost Blades is still quite cool and has a pretty unique feel to it nothing else does, and 30% cold pen in the new 2.6.0, 100% Cold versions of FB is quite useful. Like I said, you get a link back from not needing Cold Pen anymore, and a link slot is generally going to to be worth a lot more damage than anything but a couple of truly monstrously expensive jewels, so a net gain.

Just...kinda wish there was a bit more pop to it, I suppose.

^This, mechanically boring, no flavor.

Pure band-aid jewel rather then targeting the skill itself and keeping jewels for modifications that lead to interesting new play-styles.
