Hey, sorry i'm not really that active until next league. But i'll gladly anwser your questions.

I used to swap boots because of my enchants/curses I used at the time. I was running Warlords Mark + Flammabilty on trash and elemental weakness + flammability on bosses. But after a while got tired of it and just went perma Warlords mark/flammability. I just dropped a for bosses which helped quite a bit with this build.

I have done a similar build based on yours, I am using voll's devotion to get endurance charges aswell with 5 Endurance charges and 6 Frenzy charges maximum.
Which means I gain 1 Endurance and 1 Frenzy charge everytime I gain a power charge.

To solve clearspeed/charge gain "problem" I am using scold's bridle with a level 1 CwDT+BV+Inc.Dur+Arc setup. I usually have around 3-5 blades up at all times and when arc hits a pack it gains several charges instantly because each chain counts as a new hit.
VS bosses I throw down orb of storms aswell so I gain charges very quickly.
Gameplay is basically just to lightning warp to packs, hit discharge, lightning warp to next pack, hit discharge.

My tooltip with conc effect, EO and Pendulum of destruction is 156000.
Tooltip damage with max charges (5 endurance, 6 frenzy)
