What is the purpose of breach?

Purpose of Breach?

I'd say to scan the Hamsterwheel (Builds in PoE) and make a nerf list for 3.0 for anything that kills fast enough and is not CI/ES or Low Life.

They will probably buff daggers, bladevortex, poison and ES some more because thats how the balance team rolls if they play those builds for themselves.

I disagree whole-heartedly. We used to outsource a lot of development to Bangalore and some to Slovakia. In B all the testers did was ensure the product didn't crash. It didn't even always calculate correctly, it was slow as hell and there were myriad bugs when non-obvious combinations of actions were taken by the user. In S, the testers actually pointed out parts of the prog which were slow or behaved unexpectedly. I will never ever outsource to B again if I have the choice.
Testers must also always run random tests in the role of a dumb user who doesn't permamnetly choose the optimal path, else they can be replaced by automation scripts and should not be paid.
