Well, that GPU is old but not obsolete. Technically it's a rebrand of 5 year old card, but it should be sufficient to run PoE at reasonable FPS. It supports DX11 so it might be a very good pick if you can get it for like 25-30$

These days the market should be overflown with old HW that people are trying to flip while getting new ones. Prices usually hit the botton like 2 weeks after Xmass since people become desperate and you can get decent GPU for margin than today.

If you can get decent deal, R7 240 should deliver in DX11.

Here's a benchmark of that card running skyrim 1080p medium settings without any mods:

I'd say get a used 550ti, a quick google made me find offers from 20-40 dollars on craigslist (no idea what you guys use for used stuff ;).
