Technical : Why not Vulkan API instead of DX11 ?

If we take POEs "one year" as the development time for a graphics engine, that list will brobably start to grow in february 2017, if not earlier. With all the compability issues experienced by many users switching to win10 and given the privacy concerns related to the inner workings of that OS version, there have been a lot of people migrating to other operating systems. Porting to openGL or Vulkan, or even just abstracting the renderer some more would certainly help POE in the long term. PoE has a beautiful, rich, detailed world - you can really feel the skill which went into crafting it. The game mechanics on the other hand leave much room for improvement.
