Because it is more common to receive a high leveled base Jeweled Foil than Spiraled Foil.

Not only is he wrong about the wiki's accuracy (thus involuntarily, I hope, insulting people who make mirrored swords), but he is also (I assume) trying to answer a question with a question. In which world is that a helpful thing to say to someone new to the topic?
