The buyer would be better off starting with white base and using alts - regal - exalted or just straight alch-scour-chaos.
Thats the problem with it. You divine a 213%ed and try to get it to 221% etc. I wish it would roll all mods from all brackets. It would fit its rarity better seeing how the mod brackets would more than likely still be weighted. IGN: @Chopatron

As said, I thought the physical damage - or any other mod for that matter - is not "locked" to the same value prefix and could roll from ANY that would fit to the item level.
