Increasing gem quality

I know this must be detailed somewhere but I've looked through the forums and also the net in general but can't find any mention of it.
How do you increase the quality of a gem besides with a GCP? The vendor recipe of 40 % quality or more for a GCP can only work if you have a percentage quality on your gems so how do you get that quality? I have heaps of gems at level 15/16/17 but they have no quality.

Gems drop from monsters and containers, and these can come with Quality. Just like other items that drop with Quality, they'll be noted as "Superior [Gem name]".
Additionally, a level 20 non-Corrupted Gem can be vendored with 1 GCP to immediately make it 20% Quality - but it does revert to Gem level 1.

3 main ways:

1) Quality gems drop sometimes. If you find one, you can level it up.
2) You can buy quaity gems off other people on poe.trade
3) If you get a gem to level 20, you can sell it along with a GCP to a vendor to get a 20% quality level 1 gem. Then you need to level it up again though.

Another decent way to obtain quality gems is to use Orbs of Transmutation/Augmentation/Alteration on Gemcutter's Strongboxes to roll the "of Quality" suffix. This guarantees that all gems dropped by the strongbox will have quality.

Not that rare, you can Level up to 6 Gems in your secondary Weaponslot, and then Vendor them with the GCP (as already said). Takes a good amount of time to level them, but on many Gems its very worth to do so
Don't forget to check the masters dailys. Masters selling gems and sometimes they have Quality (collect them until you have 40% and sell for 1 gcp)

This. You can fairly consistently get quality gems from masters. I love seeing high Q gems for one scroll. I skip the Q gems that cost a chance though. Although it's probably worth a chance unless it's low Q.

When my gems reach lvl 20 I immediately vendor recipe for Q20. Even with the loss the payoff time is pretty short for most gems. If I remember right the payoff time is around lvl 12-13 for a lot of gems. You can get that fairly quickly. For your main gem(s) you can level a reserve to temporarily use when you Q20, but the payoff time is fast enough that you probably don't need to.
The payoff is level 19 or 20 for flat scaling Gems. Those're the ones you want to have a second Gem in your offset for :P
What do you mean by flat scaling gems? All the gems I've checked were much lower than that. Of course I haven't checked a huge number of gems.
