GPU bound means your Graphics Processing Unit (Graphics card) does the brunt of the work to run PoE, and, in laymans terms, keep your FPS from tanking, rather than the CPU. This is often the case when your GPU is stronger than your CPU.

" Go to your games list in steam, right mouseclick the name of the game (Path of Exile), select Properties A menu should pop up with 3 tabs (General / Updates / Local Files) On the General tab, click Set Launch Options in the Launch options menu that pops up, put --experimental-frame-optimizations in the field you can enter text, click ok, then click Close on the menu.
