Is it ok?

When lv. 91 have to play tier:9 maps because he doesn't have any higher? I alchemy every tier: 10+ map and getting nothing. Is incredible boring one shot everything in tier:9 maps with practically no experience gained.

Just using an alchemy orb if you want high map returns is not going to work long term. You need to 20% quality, alch, chaos for decent pack size and quantity, use a zana mod to boost the quantity even further. You can also use sacrifice fragments and vaal orbs if you wish. If you trade, then it is sometimes cheaper to buy maps rather than spend currency to roll them if you struggle to get drops.

Here is a guide made by a player that can offer you some insight into maintaining a Map Pool :)

Sad to hear about your poor luck. I also haven't managed to break past level 10 on maps but from what I've read it takes quite a bit of currency to keep up your pool sustainable.

Atleast based on the above it indicates you should be chiseling all of your maps, running them rare, and trying to re-roll stats on them if you aren't getting atleast 90+ increased inventory quantity, or 70+ increased inventory quantity with some way to increase mobs.

Not sure how you are doing money wise but I've also bought some maps from other players from time to time when I found I was running low on a certain level due to bad luck on drops.
Thank you both of you. i need to do something or I die from boringness.
