Not really. They could easily put more protection on any micro-transaction items if they want, also, the majority of people wouldn't have any idea how to do this, so aslong as they don't allow tutorials to be posted and just say "if you have the knowledge to do so, it's ok" like they do with multi-boxing, it would be ok.

Besides, from what I know, things like the head and weapon effects can't be edited, they are a custom file type made by GGG for their own engine, and they contain the models and textures together, so you can't really edit them, or any spell effects either. The pets textures are open to be edited, but idk if you could swap their models easily, so you couldn't buy a cheap scorpion and easily turn it into a lightning scorpion, or a kiwi.

In LoL, it is allowed to make and use custom skins, that's why I'm asking.
GGG banning all political discussion shortly after getting acquired by China is a weird coincidence.
I have no idea weather or not it is allowed, but the best way to find out might be to ask GGG directly via support.

I think the major differences between purchased textures and custom models is that everybody will be able to see the microtransaction costume that you're wearing, while only you would be able to see your Natural Bodies Morrigain & Alistair re-skin.

I mean... They may rule it as still not allowed (I can think of some reasons why), but at least the microtransaction skins would still have a value.
