I know that's an OK rule of thumb, but it doesn't really work that well for many mods, and there are lots of exceptions. I think you are better off just learning which mods are local and which ones are global.
Some are pretty obviously local, even with no rule. eg: reduced attribute requirements. Others fit the rule really well. eg: increased crit chance, increased attack speed, increased physical damage, are all obviously local. Whereas mana regen, resistances, dexterity, etc... are all obviously global. Then, there are the ones which don't really fit the above rule, but you can kinda wiggle it around to make it work. eg: accuracy rating and life gain on hit are local. (Weapons can hit, right?) Flat added elemental damage is local, but % increased elemental damage is global. (Uhhh, weapons can deal elemental damage natively, just not too much...) Then there are just the ones that you just really have no idea about, even with that rule: Mana gained on kill is obviously... er.... I guess weapons can kill, so it must be local, right? Increased stun duration on enemies is, uhhh.... glocal? ------------- PS: Don't even start trying to apply it to Unique mods, you'll get nowhere fast! There is not a single weapon that deals Elemental damage innately. 'If it can be local, it's local' gets you the correct answer some 90-95% of the time if you know how to interpret it.
