You will get 5% chance to freeze, shock and ignite and those stats will be used by totems as usual. However, you need to do enough cold damage to freeze/shock besides triggering chance to freeze/shock, if you got only a bit it won't happen.

Wish the armchair developers would go back to developing armchairs.
