Are you sure it's itemlevel 42?

Quality show up for me:

The itemlevel is based on the mob that dropped it, if u're in an area level 42, the items that mobs drop will be itemlevel 42, hope that clarifies a bit.

While ingame pickup the item and write /itemlevel to see.

I have a storm bow at 135% ED.



It has no accuracy whatsoever.

you make a confussion between:
-required level of the player (character) to be able to equip a particular item ... in this case the player (character) needs to be at least level 42 to be able to equip it;
and
-item level (or ilvl) which is the "hidden" level of a particular item, it shows what level was the monster that dropped it and gives the item the posibility of spawning different mods on it. To find ilvl, with you chat open and your item picked up in cursor type /itemlevel

in your case that bow (with an ilvl of 60) has the "cruel" prefix mod on it (between 130 and 149, inclusive) and can be very well without the accuracy part. BUT OVER 150% (INCLUDING) YOU WONT SEE A WEAPON WITHOUT ACCURACY as a stat.

The /itemlevel of your mace has to be at least lvl 46. You certainly have the Reaver's mod which is where you get the +44 Accuracy. In order to reach 165% IPD you'll need either Bloodthirsty or Cruel stacked with the Reaver's. Most likely you have Bloodthirsty, conidering how incredibly rare the Cruel prefix is.

Basically your item is 'Bloodthirsty Reaver's Pernach of Stunning and Gathering'
