Thanks for jumping in on the other thread. I think this is the most sensible reasoning for why Inquisitor penetrates on reflect while support gems do not.
I was running regular atziri on my 95% light res mjolner guy and decided to hit the mirror and proceeded to nearly suicide. I was like "how can this happen...I have always been nearly invulnerable to lightning damage!!!" Now I understand that all those crits were going back at me with only 85% light res. even with vaal pact I was losing health quickly. Atziri reflect OP.
Basically if you are going to be an inquisitor you either get vaal pact or you run a totem/trap/mine to do your dirty work. And don't hit Atziri holding a mirror rofl

It turns out after some investigation that neither of Inevitable Judgement's effects apply to reflected damage.
Mark has posted about these mechanics here.
