[Tool] Build Browser Updated and reworked for 3.4

I created a little tool that enhances the builds posted on the forums with a little meta data. The main
feature is that it lists the builds by skill.
Build creators only have to mention "3.4" somewhere in their title to be added to the list. the skills are assigned automatically by the title. So if you create a build, make sure to name the main skill in the title.
