I think the original repliers were reading an old version of the passive, or forgot a detail, or misread.

Tar will still slow you down, just not as much as it would for characters without Unstoppable. The key phrase for the movement speed portion is "below base value," which essentially means 0%.

So suppose tar zombies debuff you with -80% movement speed (I don't know the real number, I'm just making it up). And suppose you have 50% movement speed from boots and/or flasks and/or other passives.

A normal character would be reduced to -30% movement speed.

With Unstoppable you would be reduced to 0% movement speed.

There are two types of slows in the sense that things will slow you down. Slow and reduce movement speed. Tar reduces movement speed, it doesn't Slow, at least not the way GGG uses Slow as the keyword.
The known Slow effects are Chill, Freeze, and Temporal chains. I think nothing else does the Slow effect. Everything else should say something like -xx movement speed.

Juggernaut has 2 game texts. Cannot be slowed below base speed. And movement speed cannot be modified below base value.
By default, you are almost never above base speed, so it essentially gives immunity to chill, freeze and temporal chains. Only the Acceleration shrine will make you go above base speed. Which as you know is very rare.
Interestingly, the monster aura that says 'enemies are slowed' actually just reduces their movement speed.
