Hmmmm, why? Because there are at least 12 challenges (minimum for microtransaction reward) which can be completed on Normal and this one is one of those, maybe. To reward casual players, you know. I can't even finish normal, not with that bitch flamethrower piety lol, did start a new character though so many it was the setup, still. They really shouldn't have a monster that only shows up in later levels. Its basically a FU to everyone considering the list of names there are almost always around.
