"No, that isn't in or even directly related to their AI. It's separate to both the AI and aggro systems (which you also seem to be conflating - those are distinct but interrelated things). There have actually been several posts explaining how Aggro (not AI) works here on the forums, but mostly these were quite some time ago. While the basics still hold, the AI systems they interact with have changed over time. The misunderstandings in the quoted text and the aforementioned conflation of concepts is a demonstration of why we can't reasonably tell you the details of this - you lack the basic knowledge needed to understand the details. And explaining the basic knowledge would both take huge amounts of time, and explain things we need to keep secret. Then on top of that, the details are far more complicated than you realise - as Dan pointed out, there isn't a "Most common" set of conditions (nor is there actually a list or priority queue of conditions as you believe, the reality is different to that). Pretty much every monster type has it's own AI, which is distinct and customised to that monster (and that's not even getting into the great work Dan's done on Grandmasters, with very detailed and complex AI scripts). Hence, just as we have in the past explained the basic and general aggro mechanics (but not the more complex AI they interact with), we explain the bits which are both general and useful for players to know - such as the relatively recent change that minions, totems, etc are 1/3 as likely to be targeted by monsters, which was publicly explained in the relevant patch notes. Writing AI is a really tough work that require a lot of expertise. Also, almost all of the game will keep their AI secret as the AI itself has their own price. To put it simple, you can make a lot of profit on just writing a good AI. Disclosing AI is like disclosing a part of the source code, which is impossible for a gaming company.

Based on what you said, I suddenly got a feeling that your AI is based on timers. Random durations, X-Y second intervals, during which targets are picked based on various factors, proximity, activity, speed, life, dmg, lvl, and a million other stats. Fits the explanation of the "feeling" I get when playing, seeing mobs suddenly change targets from me to minions to other players... omg it all makes sense now!
