PoE runs full tilt on the GPU all the time. If you were using nVidia, I'd suggest using nVidia Inspector to limit your framerate to 60 to help keep full load off the card.
That said, you may be able to do the same if there's an ATI equivalent tool. "I am now too addicted to that feeling of being kicked in the nuts when you die." ~CliveHowlitzer
