" He's channeling his inner Tony the Tiger. A lot depends on what you consider Obamacare to be. IMO - it is the massive inflexible system packed with inefficiency. If you consider the core of the ACA to be the individual mandate - than I can't say whether it would be possible (under existing conditions) to remove that and have it remain viable. There are some other options - which would be politically unpalatable, and might only work in the short term. The basic concept of insurance making an operating profit and then a financials market profit is the crux of the problem. This situation allowed costs to dramatically rise disproportionately to the patient's ability to pay. As long as the insurance companies were making money - they didn't care whether an X-ray costs $15.00 or whether it cost $175.00 If the "insurance" was being run as a non-profit, with a large enough pool and some minimal measures, the costs can be kept much more stable than the average ACA costs. This I know for an absolute bedrock fact. I've see it being done on a very large scale over decades. The deal breaker for most businesses is the additional fees they pay on top of the actual health care premiums. Paying $15,000 to 24,000 for a worker's health care costs plus their wages and Labor and Industries, and all the other stuff is costly enough. Paying an additional $7,500 - 12,000 on top of that as a "cadillac plan" penalty to help finance Obamcare's underpaid side JUST DOESN'T WORK. A rough and dirty estimate - a full time $15 an hour employee with a decent health plan is going to cost $37 an hour to employ. THAT is why you see less people working in various companies. The improvements in cost don't have to be enormous savings. Businesses learned how to adapt to medium high health care costs. The savings, initially, just need to offset price increases. Later on, with more preventative health care, the savings will bring the costs down a lot and give people better health at the same time. The real focus down the road needs to be prevention, screening, and pro-active health management. For it to work, the costs for the patient to participate in this kind of health promotion should be almost nothing. Costs for participating in a non-proactive fashion will need to be higher. For example (imaginary numbers) - A patient paying a $5.00 co-pay for regular screenings and visits, but paying a $75 fee if they haven't been getting regular check ups, and paying a bigger percentage for complications caused by not using the health system. You'd need reasonable limits, options for people who don't understand etc. The point is to make it cheaper for people to go see a health care provider on a regular basis, than it is to only go when they start feeling sick. The VAST majority of health care dollars being spent are on preventable issues. There are excesses, of course, where money is wasted on care that isn't needed. There are process improvements in many hospitals to try and improve this, by limiting or prohibiting payment for things that are basically the mistake of the hospital. For example, if you were hospitalized after a surgery, and they put a urinary catheter in and you ended up with an infection - the hospital is responsible for your care and will not be paid.
