We're not on the brink of war with russia we're on the cusp of political civil war. Hillary will be an ineffectual president due to how divided we are and the republican elite will be able to blame trump supporters and democrats.

Considering what's come out against Clinton and her campaign, the hardcore investigative journalism and its devastating finds... I don't see how any but the most fervent deniers are still behind Clinton.

"within 120 days" IMO, it's contingency planning so that they have some leeway and an excuse in the bag if they need one. What they think they could use this for, I've not idea atm.

Oh please. At best it'd be ready 3 weeks early, around inauguration time. So if you're going to make a conspiracy theory, consider it an attempt to add to President Clinton's arsenal, not a vote tampering scheme. (They seem to have the latter covered well enough already.)
