The first one wouldn't allow for the gold standard. The currency would be food, ammo and maybe bottle caps, Fallout style.
About the third, government debt is somewhat unintuitive, but let's just say that paying the full debt will create some problems elsewhere (that's not advocacy for fiscal irresponsability, by the way). Also, there is always an emergency that creates a stupid amount of spending (WW2, 2008 crisis, and so on). Ehhhh...government debt doubles as a safe asset, that's one of the reasons it's advisable to have some level of debt and not pay it completely (or something like that).

This was an inside (democrats did this themselves) job as this was the only way to get enough leverage to really oust her and at the same time it will bring back tons of publicity to the dems just in time for the DNC. Now Hilary is going to end up looking very strong as the party, berny and bloomberg unite behind her making her look like a real leader. Not to mention Hilary's camp taking the stance of blaming the Russians is smart because everyone in America gets turned on when the Russians are the 'bad guys'. It's really a brilliant strategy tbh.
