But ISP companys giving the right to force useres to pay on a usage amount bassis and alow throteled speed will only end bad for the end user . Honestly I wouldn't care that much. For now pick a free vpn provider to avoid the crowded routing to level3 and if these providers start to get crowded too pay some bucks a month for a non-free vpn that even provides data security.
Perception is reality.
