No, the life leech gem leeches life proportional to the damage you dealt.
This one would give you a life regen based on YOUR life and only on kill.
There is also the difference about if Ghost-Reaver or Zealoth's Oath applies.
that is effectively, but with much lower numbers, what i was intending.

you hit a thing, and get a small amount of regen irrespective of the amount of damage done.

so if you deal 200 damage instances, you would get a quite respectable amount of regen for a short period.
Imo, anytning on kill much is pretty useless. It's against boss that you need the most reliable regen, so you want on hit effect here, not on kill.
