No. If someone is still alive or their soul has been split/sealed, they cannot be revived by any means. Impure World Resurrection Jutsu or Edo Tensei could not bring them back to the world of the living.

Madara HAS been resurrected and is fighting the Five Kages. Therefore, Tobi cannot be Madara Uchiha. Only someone claiming to be Madara.

So the question remains.

Once revived to the Battlefield to fight the Five Kages, Madara tried to summon his beast...the nine tailed fox. However, he was unable to, since the 9-tails is sealed inside Naruto, as we all know.

HOWEVER! Nine-tails could detect Madara's chakra, and told Naruto that he would rather be sealed inside him than serve Madara.

If Tobi is really Madara, why didn't the 9-tails say anything the first time Naruto and Tobi met?

If the 9-tails was able to detect and recognize the revived Madara's chakra and mention it to Naruto, the fact that he didn't say anything prior to Madara's resurrection, leads one to believe that Tobi is not Madara, as nine tails would have recognized him.
