While i'm not 100% sure it isn't Madara Uchicha, the fact that Kabuto has resurrected Madara while standing in front of Tobi, and the Impure World resurrection Jutsu requiring a soul (hince why Hiruzen Sarutobi and Minato Namikaze could not be revived because there souls are sealed) to be brought back, is almost empirical evidence that while Tobi has claimed to be Madara, he is in fact, not.
