6% (Best case and highly unlikely) is very very small amount for a 1000+ exalt investment to hit that 1 mod which may or may not roll high.

There are 22 suffixes for an amulet and since you can't divine suffixes on a legacy multi amulet, you have to keep the roll you get. So it's possible I could spend 1000+ ex and only roll a 35% (Still t1) but not remotely worth 3% crit chance.
