That multiplier reduction could reduce crits below 100% is pretty unintuitive, and reducing them to zero is honestly pretty silly. Just sayin'.
There's a passive that gives 10% crit multiplier reduction per endurance charge, so 70% with all seven charges. Then there are two 15% passives near the Marauder start. 100%, right? That would be a terrible build, but getting six charges is very reasonable.

My Witch is basically all crit, so anybody with this would be nigh invulnerable against me in PvP.
...I win if they don't have it, but still. Hard counter.

Yeah, you'd suddenly being trying hard not to crit.
While the mods are doing what they say they are doing, intuitively a crit shouldn't ever do less damage than a non-crit.

Merely overloaded on defense!
WHy not just make it a flat reduction instead? Weaken crit builds without denying them their advantage; similar utility against regular crits.

The reduction will be changing to reducing only the part of the multiplier which is above 100%.
