On-spot cast spells inconsistency

They aren't identical. They aren't even particularly similar. They have entirely different targets.

Novas target the caster. The caster is always in range of themselves, so casts in place. This is consistant with all other self-targeting skills.
Mines target a specific location. If the caster is not in range (or does not have LOS) of the target location, they walk into range of that location. Holding shift causes them to place as close to that location as they can while not moving. This is consistent with all other location-targeting skills.

It's self targeting. It summons a portal where the caster is, not at a targeted location. If it was location targeted, the portal end up where you clicked, not where you are (which might involve you moving into range, depending on the range the skill has).

Summon Raging Spirit targets a location, and works like any other location-targeted skill, in that you walk into range if you're not in range. Because things are in-range if the spirits can get there, this range is huge and needing to walk to get there is rare, similar to projectile skills.

Yes. Because you're targeting an area when you cast them, they look around that area for targets, until you target somewhere else.
