Keep/retain souls when moving between areas!

My other thought was with this thread that if implemented correctly it would give another chance to some rarely used Vaal skills. Rarely used because they are weak and doesn't worth sacrificing any socket for them, especially in the case of solo play.

My idea is for those gems to be buffed to the level where they are useful when on 100% charge and have the stats they currently have on 1 soul charge.

Of course this buff would only include the Vaal gems that wouldn't have a chance to became too OP or exploitable.
