PoE causing monitor to lose power

You might not like my opinion, but it doesn't mean I'm wrong. It's not a PoE issue and I highly doubt anything with act4 is going to change enough to "fix" it.

Do you have the option of trying different monitor, or setting up different resolutions or refresh rate? What about checking your power settings in Windows and make sure that the video is set to never turn off or screen blank.
