That is correct.... reinstalling should always be a VERY last resort, as there are usually other causes/complications that should be addressed before that option is used.

reinstalling might seem like the easiest solution, but it is also the most expensive and costs the most time/resources to do. It's usually better to attempt to locate the actual problem and fix it rather than just reinstalling (which I know a lot of people are in the habit of doing for many pieces of software).
