*CONFIRMED SOLUTION TO THE PROBLEM* I installed the stand alone installer and it is working OUTSIDE of Steam guys. It takes about 20 minutes to download no matter what your internet connection is like btw if you're a high speed downloader. Once downloaded and installed you are able to login and get into game. i like big crits and i cannot lie, you otha brothas cant denyyy.... Found a solution (for me, anyway): Right click on Path of Exile in Steam, choose Properties > Local Files > Browse Local Files... In the Path of Exile folder, find PathOfExileSteam.exe and run that. just got home and opened poe... didnt download update so i closed poe and restarted and then update started so i guess steam is back up again.
