Even with a drawback, significant or not, the item is still too shallow to give meaningful gameplay (and inventory space doesn't really change much to gameplay).
You could compare it to the belts in Diablo II : the number of slots in the belt wasn't what made you chose one belt over the other, it was the stats the belt had that did. GGG got rid of that and replaced it with bonuses to potions, which is much better in terms of gameplay.
Basically, I don't believe there is much to be done in terms of inventory space, unless you find some way to make it change gameplay in some way.

You're making a non-issue an issue.
All belts by the end of normal would give you four potion rows. All belts in nightmare and hell gave the same four row capacity. You never decided on a belt because of potion space.
As for normal, potions were abundant and you didn't require them too much. Even then, it was possible to fill your inventory with them if you were a noob and didn't know how to play.

Yeah, this just feels like extra inventory space, but I'm not quite sure the purpose/need.
I mean, saying that they are special because they can hold and activate charms, might give it a purpose. Or a tackle box for additional fishing lures? You know, something extra.
I'm almost surprised you didn't mention a new back/shoulder slot, with the trade off of wearing a cloak with magical properties vs a backpack that just holds more stuff (vs a shoulder armor piece?) But again, this kind of twist could be applied to your proposed slots.
... But two slots that just add a little bit more space... eh... not sure how much there is to get that excited about...
But while you keep working on this idea, you can also help me out with this one: "Alternate potion type 'Ale/Beer'"... what would it do?

If you think you need more inventory space that either means you need to go to town more which means you need more TP scrolls or you need to take less crap with you. Either way, its a player problem, not a game problem.
