Which of the two options for 2.0 would be easier to gear/cheaper. I love yolo wirl for the dps but I cannot afford to gear too much.

Hi was wondering if anyone knew if cyclone is supposed to work if u have 0mana left,mana cost 8 and a -8mana cost ring equipped, my cyclone is greyed out in this scenario. Thanks for any replies.
