Prismweave is a joke [a very bad one] or 1st useless unique in 1.3?

PvP belt definitely.
but... how to give it sufficient base weapon elemental damage to amplify, for low level PvP?

I wouldn't necessarily defend it, but I wouldn't necessarily condemn it either.

Relying mostly on fresh drops in a new league I'm especially happy to see Meginords, Goldrim, etc.. pretty happy to see a Sadima's, Ignomon, Foxshade, etc.. and would be pretty happy to see this as well (if I didn't already drop a Meginords, which I usually have to buy if I really want one).

I think this belt could easily carry you to ~mid to late cruel, just like Sadima's or Ignomon do if they drop for you. It doesn't have to be "omgsosogud" to be appreciated.. just has to drop at the right time. It's offslot damage and that makes normal/cruel go by much faster when these items do drop at the right time.

Of course, more often than not, people will be raging after they see eight of these and twelve foxshade in level 70+ maps :)

Edit: I'm saying it's okay for items to "suck," especially when you're like me and wind up rerolling every two weeks (short attention span). Most of the frustration comes when people aren't altoholics, already establish themselves, and continue to see this stuff drop in late/end game content. At which point, I say that's why recipes exist :)

This. I would be pretty happy if that belt drops at level 20-30 while leveling. But whats the point of getting the 10th low level belt at level 75+ maps? People get bored of these kind of things with a reason.

Nevermind, the belt is nice for its level. The problem some people have with it lies in another part of the game (the atrocious drop rates), not at the item itself.
