It should have had "%ele damage per any charge". Like 4% per charge would make a fun and relatively powerful unique that scales with character in a seamless way (ofc the % value can be adjusted as the number was pulled out of thin air)

Maybe it's just me but i wouldn't necessarily call 6-30 elemental damage and up to 40% increased weapon elemental damage 'a joke'. Damage wise that's like having the damage boni for Meginord's and The Magnate together while your flasks are active, only as elemental instead of physical. But then you also get the implicit 12-24% increased physical damage on top.

You may call it a joke anytime. At lvl 28 resists are a joke to stack (in a difference of other defences like eva, ar), thus the miniscule amount of added ele/wed is irrelevant.

I have no idea what the hell that belt is supposed to accomplish, going elemental damage in serious low level pvp is joke since it is more than possible to over cap 75% resist all and get immunity to shock and freezing via the batman cap and mega awesome slippers or the ring etc...
